PHBC is currently led by a plurality of Elders according to the guidelines for such leadership set forth in Holy Scripture (1 Timothy 3:1-7, Titus 1:5-9, 1 Peter 5:1-4)

Elders (spiritually mature ones) are to serve as Overseers (spiritual authority from spiritual maturity) and Shepherds of God's flock (spiritual responsibility) managing their work for the Lord as they tend to the spiritual growth and development of God's people under their care. How do they do this? Through fulfilling a six fold responsibility: (1) Teaching Biblical Truth, (2) Modeling Christlike Behavior, (3) Maintaining Doctrinal Purity, (4) Disciplining Unruly Believers, (5) Overseeing Financial Matters, and (6) Praying for the Hindered/Sick.
